affairs management in office and enterprise. In which involves several function modules such as dispatches management, personal
information, E-notification, address list and meeting management.
With the DCS, the only thing that the administrator need to do is to open
the computer and enter the DCS system, then he can know well all circulations of documentation and recall them according to the
priority of the documentation. The graphic flow design (GFD) minimizes the staff's job. What he does is just to click the mouse
to control the circulation process. Meanwhile the traditional hand-made notice, meeting, and vehicles management are settled into
the system as formal automotive official business to make all managements in perfect order.
The existing DCS system is of Client/Server management interface and
Browser/Server user interface. The C/S interface for the administrator was developed by VB5 and the link method for data via
DAO, and then changed into VB6 and data link via ADO. The B/S interface for general users is developed most by FRONTPAGE, in which
large numbers of ASP web pages are inserted.
Super-administrator, assistant-administrator, leader and user are defined in the DCS on
the basis of different types. The corresponding relations between the type and user can readjust flexibly in different conditions. But
the super-administrator is indispensable and the only one must be chosen to act. We consider the super administrator as the control
center of the whole documentation circulation when designing the primary modules, and he can adjust and monitor the process flow to
prevent the process from breaking off. The administrator can properly control the changes during the system maintenance for staff
shifting or documentation modifying. In the original program, the person who acts as the super-administrator could put forward his
reviewing comments or suggestions to the documentation. But now it is updated to a virtual person only for a key position after hearing
suggestions from the customers, and every staff member can process the documentation at his browser.
All the processes are as follows: Both administrator or user can add
outgoing dispatches, and only the administrator can enter incoming dispatches. Transferring is in process by turns following the flow
chart, the last one who completes the processing is in charge of returning it to the administrator, and the administrator finally
determines the further process.
Except the documentation circulation function, the DCS system also covers
the functions of office automation such as notification broadcasting, daily programs arrangement, address list and E-mail.
The circulation that introduced in the original version is person-to-person transferring.
A staff member can choose another person from his pull-down box, then
the document will transfer to that person, and the document transfers have no particular processing control. In the view of
system security, there are some defects lie. To solve the problem, it was updated that both super-administrator and department
administrator, provided in current system, could use the Client/Server end. The C/S end provides graphical flow processor to
allow administrators to define the workflow through drag. As the different scale, some organizations may not need the department
administrator, so the workflow of super-administrator can be defined to a department or a person, but a department administrator can only
appoint to a person belonging to his branches. The user only needs to press the "transmit" button, and a dispatch can
circulate to the next user on condition that its flow has been defined, otherwise the dispatch is only forwarded to the
super-administrator. The whole process continues until the finished symbol appears, and then the process is passed to the super-administrator.
By the application in many organizations such as Discipline Supervision
Commission of the Shanghai committee of CPC, Institute of Construction Science of Shanghai, Shanghai City Investment &
Development Co. and Shanghai Metro Development Industry Co., high appraisement was expressed on the system practicability. The
software really saves time and improves the efficiency in office, and it simplifies daily affairs management and makes them more simple and orderly.
